Overview
On 1 July 2026, arXiv will become an independent non-profit. That transition isn’t happening by accident.
arXiv has been a fixture of research communication since 1991. It hosts over two million preprints and serves researchers across virtually every scientific discipline. For many fields, it's not just a useful platform; it's the platform, and it continues to grow.
But that sort of growth also creates increasing pressure. Record-breaking submissions and traffic, a major cloud infrastructure migration already underway, and a rapidly shifting open access policy landscape meant arXiv was navigating significant change from several directions at once. The governance and financial structures that had carried arXiv this far weren't built for what the organization was becoming.
The Simons Foundation, a long-time funder of arXiv's work, turned to IOI to help arXiv build the foundations its next chapter would require: stronger fiscal structures, a governance model that could handle genuine complexity, and the strategic clarity to plan well beyond the next funding cycle.
What we did
arXiv had no shortage of expertise internally, but what they were missing was an outside vantage point. Someone who could see the whole system at once and help the community act on what they found.
We worked alongside arXiv's leadership, staff, governance bodies, and volunteers to bring together perspectives from across the community and bring clarity to what elements needed reinforcement or recalibration.
- Governance: arXiv had been operating with a single advisory structure that no longer matched the complexity of what the organization was doing or the diversity of communities it served. We facilitated its evolution to three specialized councils, each with clear roles, decision-making authority, and accountability structures.
- Financial visibility and planning: arXiv's finances were functional but hard to see clearly from the inside. We built forward-looking budget models, documented institutional giving patterns, and created tools to track revenues and expenditures - giving arXiv's leadership actual numbers to plan around and a clearer basis for fundraising going forward.
- Strategic roadmap: We co-developed a strategic roadmap with arXiv's councils, staff, and volunteers, explicitly designed to shift the organization from reactive, cycle-by-cycle decision-making toward structured long-range planning. Then we stayed alongside the teams for support as they began executing it.
Outcomes
The work IOI did alongside the arXiv community ushered in a fundamental shift in how the community has understood its own future, and has played a large role in arXiv’s move towards becoming an independent non-profit in July 2026.
arXiv came into this engagement managing one funding cycle at a time. It left with the governance structures, financial tools, and shared organizational clarity to think in terms of decades.
Decisions that had previously been murky became owned. Funding gaps that might have arrived as surprises became visible early enough to act on. And a community that had relied heavily on the energy of a small core team now had the councils, the processes, and the roadmap to carry the work forward collectively.
As Stephanie Orphan (arXiv's Programme Director) noted, past planning had been handled internally and didn't include the range of perspectives the IOI process brought in. That breadth, spanning leadership, governance, volunteers, and institutional members, is what made the outcomes stick.

Our impact
